David Nairn, Theatre Orangeville provided a pre-recorded version of the National Anthem which was played.

The Mayor acknowledged the treaty lands and territory of the Williams Treaty Nations and the Mississaugas of the Credit First Nation. The Mayor also recognized that Dufferin County is the traditional territory of the Wendat and the Haudenosaunee, and is home to many Indigenous people today.

Mayor Post advised the gallery and viewing audience with respect to the public nature of Council Meetings and that it is webcast. Mayor Post also provided instructions with respect to muting and unmuting during the meeting.

Kim Delahunt, President and CEO, Headwaters Health Care Centre spoke to the focus, strategic directions, values, catchment area, clinical priority plan, clinical priority plan initial findings, accomplishments achieved over the last year, and the quality of care of Headwaters Health Care Centre. Ms. Delahunt acknowledged the Foundation, volunteers, and community connections. Ms. Delahunt further spoke to the future of Headwaters, including improvements of Diagnostic Imaging and Magnetic Resonance Imaging (MRI) and answered questions from Council.

Anne Haines, Regional Manager Zone 1, Municipal Property Assessment Corporation (MPAC) spoke to the roles of the Ontario Government, MPAC, Municipalities, and Property Owners. Ms. Haines spoke to the growth of properties in Ontario, maintaining Ontario's property database, current value assessment, assessment update, and resolving assessment concerns. Ms. Haines spoke to Orangeville's local assessment base and answered questions from Council.

Ian McSweeney, Vice-Chair, Orangeville Police Services Board spoke to the new governance reform project, transition from Orangeville Police Services to the Ontario Provincial Police, Ontario Association of Police Services Boards, Ministry of the Solicitor General, objectives, priorities and governance, community safety and well-being, services standards guidelines and answered questions from Council.

    And that Council approve distribution of 2023 Community Grant budgeted funds to the following Organizations:

    And that the following Organizations report back to Council in the form of a delegation to provide further information to Council:

Councillor Stevens requested an update with respect to the construction at the Library. Heather Savage, General Manager, Community Services advised that construction is in the final stages, but there is no set completion date at this time. Councillor Stevens further asked for an update with respect to the construction of a new dog park in Town. Ms. Savage advised that staff will report back to Council by the end of June.

Councillor Stevens asked if staff could review the location of the bus stop at C Line as there have been incidents of drivers passing the bus attempting to make the advanced green light. Tim Kocialek, General Manager, Infrastructure Services advised staff would look into the location.

Councillor Andrews thanked Town Staff that helped at the Lions Home and Garden Show.

Councillor Andrews provided an update with respect to the 236 First Street Development and advised that the completion date is scheduled for December 2023.

Councillor Sherwood asked if the sidewalk will be in place for the opening of the 236 First Street Development. Mr. Kocialek advised that he will confirm. Counciollor Sherwood further asked for an update on the one sided street parking. Mr. Kocialek advised that seventy percent of one-sided street parking signs have been uncovered and will be reporting back to Council with respect to this matter on April 17.

    A by-law to confirm the proceedings of the Council of The Corporation of the Town of Orangeville at its regular Council Meeting held on April 3, 2023
