David Nairn, Theatre Orangeville provided a pre-recorded version of the National Anthem which was played.

The Mayor acknowledged the treaty lands and territory of the Williams Treaty Nations and the Mississaugas of the Credit First Nation. The Mayor also recognized that Dufferin County is the traditional territory of the Wendat and the Haudenosaunee, and is home to many Indigenous people today.

Mayor Post advised the gallery and viewing audience with respect to the public nature of Council Meetings and that it is webcast. Mayor Post also provided instructions with respect to muting and unmuting during the meeting.

Mayor Post recognized Robin Berger and Nina Little for their dedication and services to Dufferin and Orangeville families as Lactation Specialist and Infant and Child Development.

Mayor Post welcomed Aksel Ebbe to Orangeville, Exchange Student sponsored by the Orangeville Rotary Club of Orangeville. Mari-Anne Tate, Orangeville Rotary Club spoke to the Rotary Exchange Student Program and other Rotary Club community initiatives in the Town.

    And that confidential report CAO-2023-011, Rail Spur Lands at 33 Centennial Road, regarding a proposed or pending acquisition or disposition of land by the municipality or local board; a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board, be received;

    And that confidential report CAO-2023-012, Rail Spur Land behind 40 to 50 Centennial Rd. Update regarding a proposed or pending acquisition or disposition of land by the municipality or local board; a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board, be received;

    And that Council declare the closed rail spur located behind 40 to 50 Centennial Road as surplus to the needs of the municipality;

    And that Council direct staff to provide notice to the public in accordance with the Town’s Notice Policy;

    And that confidential verbal report from David Smith, CAO, Public Office Holders regarding personal matters about an identifiable individual, including municipal or local board employees, be received;

    And that staff proceed as directed.

Derek Currie, Manager, Capital Works provided a presentation with respect to the Pavement Management program. Mr. Currie spoke to the goals and objectives of the program, facts regarding Orangeville roads, pavement condition index, road maintenance, funding needs, and answered questions from Council.

David Nairn, Director, Theatre Orangeville provided Council with an update on Theatre Orangeville and spoke to upcoming school visits, accessibility improvements to the Opera House, and the usage since 2019. Mr. Nairn thanked Council and staff for their continued partnership, advised the public of the upcoming 'Twas the Night Gala on Saturday, November 25th and answered questions from Council.

Anthony Zambito, 303-70 First Street provided a presentation with respect to implementing a crosswalk on Dawson Road and spoke to the area of Dawson Street and Centre Street, traffic concerns, the benefits of a pedestrian crosswalk, and answered questions from Council.

Anthony Zambito, 303-70 First Street provided a presentation with respect to the #1MillionMarch4Children that took place on September 20, 2023 in Orangeville and spoke to the history of the #1MillionMarch4Children, education policies, public reactions, articles in the media, Canada's Premier Youth Social Advocacy Organization, and untrue claims in the media.

Frank Nagy, 312 Howard Crescent expressed concern with respect to commercial size garbage bins on residential properties, the history of his concern, recommendations relating to strengthening the Zoning by-law with respect to construction bins in Town, and answered questions from Council.

Mary Rowan, 84 Lakeview Court spoke to The Million March 4 Children, the goal of the march, elimination SOGI 123 from the school curriculum and provided a brief personal history to Council. 

Noel Ramsey, 15 Fead Street expressed concern with parking in school zones and asked if By-law Officers can enforce differently than they have in the past. David Smith, CAO advised that By-law Officers have been on site of various schools and have issued tickets. Mr. Ramsey expressed concern specifically at Orangeville District Secondary School (ODSS) and Princess Elizabeth Public School and suggested a sidewalk be implemented on Faulkner Street. Deputy Mayor Taylor advised that in the past, residents were opposed to implementing a sidewalk on Faulkner Street and suggested Mr. Ramsey complete a petition to implement a sidewalk and bring it to Council.

Matthew Smith, 38 McCarthy Street asked if the road reconstruction projects presented to Council include the construction of a sidewalk on the roads that do not currently have one. Derek Currie, Manager, Capital Works answered in the affirmative and that they are included in the cost.

Graciela Cardenas-Mustapha, 27 Hewitt Street spoke to an email sent to Council on September 14, 2023 inviting Council to attend the march on September 20, 2023. Ms. Cardenas-Mustapha inquired as to why Council did not address the attendees of the march on that day.

Jeremy Glass, 648 Main Street East, Shelburne spoke to the video shared on social media by Mayor Post and asked Mayor Post to retract her statement or apologize to the public. 

Anthony Zambito, 303-70 First Street asked if Council has seen photo or video evidence showing that Orangeville's One Million Marchers committee vandalizes and harass the occupants of Princess Elizabeth Public School (PEPS) on September 20, 2023. Mr. Zambito further asked if Council had communicated with the Upper Grand District School Board, the Ontario Provincial Police, or Youth Activist Corporated about the events that took place at PEPS on September 20, 2023. Mr. Zambito further asked Mayor Post about her remarks. Mayor Post advised she stands by her remarks.

Dympna Carolan, 48 Blue Heron Drive asked why Council did not answer questions from the public with respect to the march that took place on September 20, 2023. Mayor Post advised that she is open to dialogue and to answer any questions from the community.

    WHEREAS the Town of Orangeville and Council must consider the changing needs of residents and their neighbourhoods;

    AND WHEREAS neighbourhoods in the Town of Orangeville must be safe for residents who use active transportation such as walking or cycling;

    AND WHEREAS Preston Drive is being used temporarily for construction purposes and will remain an emergency access point for the Avalon Long Term Care Home;

    AND WHEREAS residents require safe crossing on Parkinson Crescent along the stretch between Laverty Crescent and Preston Drive to cross the road to Parkinson Crescent Park, including the installation of a stop sign or an all-way stop sign as necessary and subsequent curb ramping, if necessary;

    AND WHEREAS the Town of Orangeville and Council are authorized to approve stop signs on the basis of the immediate community need;

    NOW, THEREFORE, BE IT RESOLVED THAT: 

    1. Council directs Infrastructure Services to install a stop sign or an all-way stop on Parkinson Crescent between Laverty Crescent and Preston Drive as deemed appropriate by staff, including the appropriate curb ramping, if necessary to promote accessibility and active transportation;
    2. And that the Town’s Traffic By-law (2005-078) be updated to include a stop or all-way stop at the intersection of Parkinson Crescent, deemed appropriate by staff.

Councillor Prendergast advised that Sustainable Orangeville had a successful tree planting event on Saturday, October 14, 2023, where 180 native shrubs and trees were planted.

Councillor Andrews advised that on September 29, 2023 Councillor Macintosh and himself were the recipients of two local emergency support service trailers.

Councillor Andrews advised Beckie Morris, Michele Johnston, Candice Tatem, and Judi Island were recognized for their utility boxes artwork and further thanked the Communications team and Economic Development and Culture Committee for their work.

Councillor Andrews advised the Orangeville Blitz had their first puck drop on Saturday, October 14, 2023 and invited the community to attend the Alder Street Community Centre on Saturday nights to watch them play.

Councillor Stevens thanked town staff for their efforts at a recent hockey tournament.

Mayor Post advised that Boo on Broadway will take place on Saturday, October 21, 2023 and reminded the community that Broadway is not closed during the event and asked the community to please drive with caution during the event.

Mayor Post advised that the final outdoor farmers market is also on Saturday, October 21, 2023 from 9:00 a.m. to 1:00 p.m.. 

Mayor Post advised that Once Upon a Forest: Celebrating Orangeville's Early Years book launch will take place on Saturday, October 21, 2023 at 11:00 a.m. in the Orangeville Town Hall Atrium.
