    That the agenda and any addendums for the January 17, 2023 Council - Operating Budget Meeting, be approved.

David Nairn, Theatre Orangeville provided a pre-recorded version of the National Anthem which was played.

The Mayor acknowledged the treaty lands and territory of the Williams Treaty Nations and the Mississaugas of the Credit First Nation. The Mayor also recognized that Dufferin County is the traditional territory of the Wendat and the Haudenosaunee, and is home to many Indigenous people today.

Mayor Post advised the gallery and viewing audience with respect to the public nature of Council Meetings and that it is webcast. Mayor Post also provided instructions with respect to muting and unmuting during the meeting.

Raymond Osmond, Acting CAO provided a brief introduction for the 2023 Operating Budget.

Nandini Syed, Treasurer provided a 2023 Operating Budget overview and spoke to the capital envelope, taxation, key pressures, comparison to other municipalities, levy percentage table, 2023 pre-growth levy requirements by division, and levy comparison between 2023 and 2022.

Tim Kocialek, General Manager, Infrastructure Services provided an overview of the Infrastructure Services 2023 Operating Budget.

Karen Landry, Acting General Manager, Corporate Services provided an overview of the Corporate Services 2023 Operating Budget. Mallory Cunnington, Manager, Communications spoke to the Communications division providing further detail with respect to the service level change request for a Digital Coordinator.

Raymond Osmond, Acting CAO provided an overview of the Community Services 2023 Operating Budget.

    That staff report back for Council’s consideration at the January 24, 2023 Council – Budget Meeting with a revised budget targeting a 2.35% Tax Levy Increase;
    And that the revised budget incorporate recommendation #2 in Report CPS-2023-008;
    And that the revised budget incorporates a $95,000 allocation under corporate allocations for community organizations requiring predictable funding over longer periods;
    And that staff review the initially submitted Service Level Change requests and make recommendations through the revised budget;
    And that the staff report to be presented at the January 24, 2023 Council – Budget Meeting outline the implications of using the 2023 ORDC interest earned funds.

Nick Garisto, 20 Paula Court, Orangeville outlined concerns with respect to the water meter replacement project and indicated that a flat water fee system should be utilized. Mayor Post responded.

Noel Ramsey, 15 Fead Street, Orangeville expressed support of Council's discussion and expressed disappointment in the proposed 2023 Budget. Mayor Post responded speaking to the budget process. Mr. Ramsey further asked when the decision for the ORDC funds will be made. Mayor Post responded.

Ricky Ugolini, 13 Cedar Drive, Orangeville asked about the gas tax on the transportation. Tim Kocialek, General Manager, Infrastructure Services advised he will bring back further information at the January 24 Council - Budget meeting.
