David Nairn, Theatre Orangeville provided a pre-recorded version of the National Anthem which was played.

The Mayor acknowledged the treaty lands and territory of the Williams Treaty Nations and the Mississaugas of the Credit First Nation. The Mayor also recognized that Dufferin County is the traditional territory of the Wendat and the Haudenosaunee, and is home to many Indigenous people today.

Mayor Post advised the gallery and viewing audience with respect to the public nature of Council Meetings and that it is webcast. Mayor Post also provided instructions with respect to muting and unmuting during the meeting.

    That Council allow Terrance Carter, 211 Broadway Avenue to delegate to Council with respect to warming centers in the Town of Orangeville.

Note: This item was presented after item 11.5.

Terrance Carter, 211 Broadway spoke to homelessness in the Town of Orangeville. Mr. Carter requested help from Council and staff to implement a 24-hour warming centre to provide a safe place for homeless individuals to go to during the winter.

Raymond Osmond, Acting CAO answered questions from Council.

Dawn van Kampen, Co-Chair, International Plowing Match (IPM) 2023 and Charlie Bryan, Co-Chair, Related Events, provided a presentation with respect to the IPM and Rural Expo coming to Dufferin County on September 19 to 23, 2023. Ms. Van Kampen spoke to the event highlights, entertainment, positive economic impact, community benefit, the need for volunteers and answered questions from Council.

Note: Nandini Syed, Treasurer advised that the request for financial support could be considered as part of the upcoming budget meetings.

Tony Traetto, 19 Stewart Court spoke to his recent water bill in the amount of over $11,000.00, previous water consumption and bills, request to have the water meter tested, and suggested paying the equivalent of one year of water bills instead of the $11,000.00 water bill.

Tim Kocialek, General Manager, Infrastructure Services spoke to the current policy in place, which establishes a waiving of fees of up to 50% of the balance.

Jim Dyment on behalf of Eddy Lovisotto, 60 Broadway Avenue spoke to the history of water consumption usage at 62 Broadway Avenue, recent high water bills, building vacancy, and water being shut off at the property as of October 3, 2022. Mr. Dyment requested financial relief for the water bills received for the months of September, October, and November of 2022.

Peggy Bond, 18 Goldgate Crescent asked Council to revoke, instead of suspend, the Town's Vaccination Policy and expressed support for the establishment of an Infectious Disease Policy. Ms. Bond spoke to information from Dr. Tenebaum - Wellington County, Dufferin County and Guelph Public Health Unit, the Ontario Human Right's Commission, Toronto's Medical Officer of Health, and spoke to the effects of COVID-19 vaccines, education resource provided to staff, and vaccine policies at other municipalities. 

Dympna Carolan, 48 Blue Heron Drive, Mono expressed concerns with the Town's Vaccination Policy, particularly noting concerns with respect to transmissibility, discrimination, and negative effects on people's livelihoods.

    And that Council pass a by-law amending the Outdoor Boulevard Café by-law as outlined within this report for the period of April 1 to October 31 on an annual basis with a maximum of six parking spaces permitted for extended outdoor cafes, issued on a first-come, first-served basis;

    And that Council pass a by-law amending the Display of Merchandise by-law as outlined within this report for the period of April 1 to October 31 on an annual basis;

    And that Planning staff be directed to amend Outdoor Boulevard Café and Display of Merchandise by-laws, guidelines, applications, and permits accordingly.

Councillor Andrews advised that January is National Alzheimer's Month and that there will be a Skates and Scones event at Alder Street Arena on January 15, 2023 between 1:30 p.m. and 3:30 p.m. to support the local Alzheimer's Society.

Deputy Mayor Taylor advised that the Orangeville Curling Club will be hosting a fundraiser Pondspiel on January 28, 2023.

Councillor Macintosh thanked staff and Council for the gift basket for the passing of his brother.

Andrea Parr, Melancthon, addressed Council with respect to the Town's Vaccination Policy and asked why the Grand Valley Fire Fighters, who are not subject to a vaccine mandate, can work alongside the Orangeville Fire Fighters under the mutual aid agreement. Councill Macintosh recommended follow up with Grand Valley Fire.

Jeremy Glass, 648 Main Street East, Shelburne, inquired as to the science referenced by the Town's Fire Chief in making a recommendation for maintaining vaccine mandates for fire fighters. Mr. Glass expressed concerns with respect to discrimination, coercion, need for informed consent, loss of employment, and privacy of medical records.

Peggy Bond, 18 Goldgate Crescent, asked if contractors are included under staff policy and was advised in the affirmative.

Edward Carolan, 270353 Highway 9, Mono commented that vaccines do not work.

John Bell, Orangeville, asked if Council received any funding for COVID-19 mandates and was advised not. Mr. Bell further asked Mayor Post how she plans to carry on with diversity, inclusion, and equal rights to people that want medical freedom and was advised in conjunction with Public Health guidance.

    A by-law to provide for the levy and collection of rates or levies for the Town of Orangeville for the interim levy for the year 2023

    A by-law to authorize the Temporary Borrowing of monies as specified in this by-law, to meet, until the taxes are collected, the current expenditures of the Corporation of the Town of Orangeville for the year 2023

    A by-law to amend By-law 2018-050 being a by-law with Respect to the Maintenance, Management, Regulation and Control of Orangeville Greenwood Cemetery

    A by-law to confirm that proceedings of the Council of The Corporation of the Town of Orangeville at its regular Council Meeting held on January 9, 2023
