David Nairn, Theatre Orangeville provided a pre-recorded version of the National Anthem which was played.

Deputy Mayor Taylor acknowledged the treaty lands and territory of the Williams Treaty Nations and the Mississaugas of the Credit First Nation. The Mayor also recognized that Dufferin County is the traditional territory of the Wendat and the Haudenosaunee, and is home to many Indigenous people today.

Deputy Mayor Taylor advised the gallery and viewing audience with respect to the public nature of Council Meetings and that it is webcast. Mayor Post also provided instructions with respect to muting and unmuting during the meeting.

  • Deputy Mayor Taylor advised that Mayor Post is absent from the meeting as she has been nominated for a Premier's Award.

    That the minutes of the following meeting be approved:

Matthew Smith, 38 McCarthy Street asked for an update on the use of school buses for Orangeville Transit. Tim Kocialek, General Manager, Infrastructure Services and Tony Dulisse, Manager, Transportation and Development advised that the Orangeville Transit buses experienced mechanical issues in the past and spoke to the scheduled use of the buses.

Noel Ramsey, 15 Fead Street asked the proper procedure for submitting budget questions to staff prior to the budget meetings. David Smith, CAO advised that questions can be sent to [email protected]

Josh Leitch, President and Larry Kurtz, Founder and Artistic Director, Orangeville Blues and Jazz Festival spoke to the 2023 Orangeville Blues and Jazz Festival, 2024 planning and priorities, financial challenges and answered questions from Council.

Sonia McDonald, Facilitator and Counsellor and Brian McFadden, Head Coach, The Edify Centre spoke about the Centre, services offered, statistics, connections in the community, attempted avenues, financial challenges, and answered from Council.

  • Karen Jones, 23 York Street spoke to a previous Heritage Conservation District (HCD) study undertaken by Heritage Orangeville, asked Council to revisit the Merchants and Prince of Wales Conservation District Plan for York Street, and answered questions from Council.

    That Council direct Heritage Orangeville to review the proposed designation of York Steet;

    And that Planning staff report back to Council.

Debbie Egerton, Dufferin County Cultural Resource Circle spoke to plans for the 2024 event and answered questions from Council.

John Naas, Partner, Blackline Consulting provided a presentation with respect to the Town of Orangeville Organizational Review Findings. Mr. Naas spoke to the context of the review, forecasting growth, observations, opportunities, measuring performance, and answered questions from Council.

Note: Council recessed from 8:31 to 8:36 p.m.

Patrick Kelly, Treasurer provided a presentation with respect to the 2024 Municipal Budget. Mr. Kelly spoke to the budget report, service level changes, budget improvements, Ontario Provincial Police contract renewal, debt and reserve funds, and next steps.

  • That Report CPS-2023-076 UGDSB - Fibre Optic Agreement Extension, be received;

    And that Council pass a by-law authorizing the Mayor and Clerk to execute the Fibre Optic Agreement Extension attached to report CPS-2023-076.

  • That report CPS-2023-081, By-law/Property Standards Officer Appointment, be received;

    And that Council pass a by-law to appoint Vince Iozzo and Michael Young as By-law / Property Standards Officers;

    And that By-law 054-2015, be repealed.

  • That report CPS-2023-085, 2023 Third Quarter Capital Progress Report, be received.

  • That report CPS-2023-086, 2023 Third Quarter Operating Fund Variance, be received.

  • That Council proclaim November, 2023 as Financial Literacy Month.

    And that Council encourage the Dufferin County Cultural Resource Circle to reapply for the community grants program in 2024.

    That report CMS-2023-048, Out of the Cold Program: 2023-2024 Season, be received; 

    And that Staff be authorized to work with community partners to designate one non-profit organization to host the Out of the Cold Program for the 2023 – 2024 season;

    And that an upset limit of $30,000 to fund 50% of the operating costs of the Out of the Cold Program, 2023-2024 season, be funded through the 2024 Community Grant Program

    And that Council pass a by-law authorizing the Mayor and Clerk to sign the Out of the Cold Service Agreement on behalf of the Corporation of the Town of Orangeville.

Councillor Sherwood advised that the 2024 Heritage Orangeville Calendar is now available at Town facilities or by contacting her directly.

Councillor Sherwood further advised that Cinderella is playing at Theatre Orangeville from November 30th - December 23, 2023.

Councillor Andrews advised Services and Housing in Province (SHIP) Committee has been working on 236 First Street, further advised the targeted move in date is late January or early February 2024 and spoke to how they will be supporting residents.

Councillor Prendergast invited everyone to attend Mayor Post's Town Hall on Wednesday, November 29, 2023 at Tony Rose Memorial Sports Centre.

Deputy Mayor Taylor advised that Christmas in the Park at Kay Cee Gardens will commence Friday, December 1, 2023.
